Omaha / STRATCOM-Specific Positions
KMS is part of the ITT Team supporting the $900M United States Strategic Command (USSTRATCOM) Systems and Mission Support (USAMS II) contract, and has a current need for Level 2 (Five to 12 years experience) and Level 3 (more than 12 years experience) SMEs in support of the positions listed below. - Business Process Reengineering Specialist L3Requires 12 or more years of Business Process Reengineering experience. Desired Master's degree in a discipline related to the requirements identified in the Task Order, and demonstrated technical experience in applying process improvement and reengineering methodologies and principles to conduct process modernization projects.
- Computer Security Systems Specialist L3Requires 12 or more years of Computer Security experience. Desired Bachelor's Degree in a discipline related to the requirements identified in the Task Order, and demonstrated ability to analyze and define Information Assurance security requirements for Multiple Security Levels (MSL) systems and non-MLS systems.
- Financial Manager L3Requires 12 or more years of Financial Management experience. Desired Bachelor's Degree and a demonstrated capability providing financial support for program planning, scheduling (critical path, float calculation, and integrated master schedule analysis); budget planning; and cost analysis and documentation responsibilities.
- Functional Expert Consultant L3Requires 12 or more years of experience in a specific functional area. Desired Bachelor's Degree in a discipline related to the requirements identified in the Task Order, and a demonstrated capability recognized for strong expertise in industry issues and trends.
- Homeland Security Specialist L2 & L3L2 position requires five to 12 years, and L3 position requires 12 or more years of Homeland Security experience. Desired Bachelor's Degree and a demonstrated technical experience in the area(s) of expertise required by the Task Order, as well as a demonstrated capability providing technical and managerial direction for problem definition, analysis, requirements development, and implementation for complex systems in the Homeland Security area.
- Information Assurance Consulting Engineer L2 & L3L2 position requires five to 12 years, and L3 position requires 12 or more years of Information Assurance Consulting experience. Desired Bachelor's Degree in a discipline related to the requirements identified in the Task Order, and demonstrated capability establishing and satisfying complex system-wide information security requirements based upon the analysis of user, policy, regulatory, and resource demands.
- Program Manager L2 & L3L2 position requires five to 12 years, and L3 position requires 12 or more years of Program Management experience. Desired Bachelor's Degree and a demonstrated practical experience in the area(s) of expertise required in the Task Order, as well as demonstrated capability in program management applications to include serving as the contractor's single contract manager authorized interface with the Government Contracting Officer (CO), the contract level Contracting Officer's Representative (COR), Government management personnel, and customer agency representative.
- Project Manager L3Requires 12 or more years of Project Management experience. Desired Bachelor's Degree and a demonstrated practical experience in the area(s) of expertise required by the Task Order, as well as demonstrated capability in project management applications to include responsibility for overall management of the specific task order(s) and insuring technical/financial solutions and schedules in the specific task orders are implemented in a timely manner.
- Quality Assurance Manager L3Requires 12 or more years of Quality Assurance experience. Desired Bachelor's Degree and a demonstrated technical experience in the area(s) of expertise required by the Task Order, as well as demonstrated capability directing quality assurance operations.
- Scientific Subject Matter Specialist L3Requires 12 or more years of Scientific SME experience. Desired Master's Degree in a discipline related to the requirements identified in the Task Order, and demonstrated ability providing technical knowledge and analysis of highly specialized applications and operational environment, high-level functional systems analysis, design, integration, documentation and implementation advice on exceptionally complex, difficult and narrowly defined technical problems in engineering and other scientific applications to arrive at automated solutions.
- Subject Matter Expert L2 & L3L2 position requires five to 12 years, and L3 position requires 12 or more years of experience and expertise in a specific subject matter. Desired Bachelor's Degree in a discipline related to the requirements identified in the Task Order, and demonstrated ability in providing extremely high level subject matter expertise for work described in the Task Order.
- Threat Specialist L2 & L3L2 position requires five to 12 years, and L3 position requires 12 or more years of Threat Specialist experience. Desired Bachelor's Degree in a discipline related to the requirements identified in the Task Order, and demonstrated ability in supporting customers in developing comprehensive, "total" solutions to threat-related problems - be they internal to the customer environment, domestic, or foreign.

- Program / Project / Product (PS3) Support SMEProvides as-needed Subject Matter Expert (SME) services in support of PS3 mission. Minimum Requirements: Graduate Degree (MS/MSEE/MIS/MBA) plus 12 years of progressive technical and/or operational experience with complex C4ISR systems or Joint Programs.
- Research, Development, Test & Evaluation (RDT&E) Support SMEProvides as-needed Subject Matter Expert (SME) services in support of RDT&E mission. Minimum Requirements: Graduate Degree (MS/MSEE/MIS) plus 12 years of progressive technical and/or operational experience with complex C4ISR systems or Joint Programs.
- Information System Security Engineering (ISSE) Support SMEProvides as-needed Subject Matter Expert (SME) services in support of ISSE mission. Minimum Requirements: NSA ISSE Certification and/or Graduate Degree (MS/MSEE/MIS) plus 12 years of progressive technical and/or operational experience with complex C4ISR systems or Joint Programs.
- Senior Systems Integration EngineerPerforms complex engineering analysis and design tasks. Prepares specifications and designs and implements solutions. May design subsystems; assists in developing standards. May work as part of a project team. Minimum Requirements: Bachelor's degree in a recognized engineering, scientific, technical or other appropriate discipline, and ten years experience. At least three years experience in management or implementation of large programs in one of the following fields: operations, technology innovations, business operations, program management, software engineering, design engineering, or information assurance. At least two years experience in completing the design, development, testing, or implementation of systems as specified in the individual task requirements. Minimum four years experience supporting Developmental/Deployable Prototype systems.
- Senior Functional AnalystServes as the technical leader responsible for planning and defining C4I support tasks; identifying critical C4I issues and their potential impacts; and providing solutions for complex technical issues associated with enterprise architecture design; systems migration, network design, and application integration. Provides presentations and technical recommendations to C4I Staff and facilitates multi-level planning actions. Minimum Requirements: Requires Masters degree in a technical discipline and 10 years experience with demonstrated knowledge of C4I programs, information technology initiatives, engineering project development, and current DoD policy issues. An ability to apply logical modeling techniques, formulate requirements validation criteria, and conduct on-going functional analysis of C4I systems, is essential. Experience with 4GL programming languages, relational databases, and applications development is highly desired. Knowledge of operations research application techniques to support cross-functional analysis and migration strategies solutions is also desired.
- Program ManagerPlanning and directing technological improvements and project management implementation. Manage a diverse group of functional activities, subordinate groups of technical and administrative personnel. Minimum Requirements: Graduate Degree (MS/MSEE/MIS/MBA) plus 10 years of progressive technical and/or operational experience with complex C4I systems or Joint Programs.
- Systems Integration EngineerWorks with clients to troubleshoot, identify, and solve technical problems in multiprotocol enterprise network systems. Works independently as part of a project team to design, implement and service networking technologies, platforms and products. Duties may include requirements analysis and design; component selection, acquisition and installation; cable plant measurement, documentation, and certification; troubleshooting; integration of various equipment and media; adds, moves, and changes support; help desk support; security, protocol and traffic audits; disaster avoidance and recovery planning and implementation; and training of client staff. Minimum Requirements: Bachelor's degree in a recognized engineering, scientific, technical or other appropriate discipline plus eight years experience. A minimum of four additional years experience in an appropriate field of expertise may be substituted for the educational degree. Minimum four years experience supporting Developmental/Deployable Prototype systems.
- Senior Systems Engineer IIDevises appropriate tests to evaluate, debug and check systems. Documents the results of complex analysis and design tasks. May design moderately complex systems; assists in developing standards and techniques. May act in a lead role of a project team. Minimum Requirements: Masters degree in a technical discipline and 5+ years experience. Minimum three years experience supporting Developmental/Deployable Prototype systems.

- Test DirectorResponsible for system test planning, coordination of hardware and software integration and direction of system test and acceptance of system. Responsible for the drafting and review of test procedures that will comprehensively evaluate system upgrades or development status. Responsible for the traceability of test procedures to applicable development requirements in conjunction with the systems engineering team. Additionally, will have responsibility to monitor and control testing aspects of the program for cost, schedule and technical issues. Must have experience interfacing with the customer and be able to explain technical concerns. Must have the ability to lead a team of engineers and be self motivated to address, evaluate and if necessary, correct testing concerns. Minimum Requirements: Bachelors degree in a technical discipline and 10 years Test and Evaluation (T&E) experience. Minimum four years experience supporting Developmental / Deployable Prototype systems.
- Senior Network EngineerProvides technical leadership developing solutions for engineering studies and DoD Global Information Grid (GIG) applications and services such as: analyzes system requirements and develops design alternatives to satisfy those requirements, installation, troubleshooting and support of wired and wireless local and wide area network (LAN/WAN) hardware, software and applications. Is experienced with industry standard network operating systems such as Windows and UNIX (Linux, Solaris, HP-UX). Can install and configure lab/field LAN/WAN hardware. Works independently with minimal supervision and can independently support system testing in the field. Minimum Requirements: Bachelor's degree in a recognized engineering, scientific, technical or other appropriate discipline plus six years experience. A minimum of four additional years experience in an appropriate field of expertise may be substituted for the educational degree. Minimum four years experience supporting Developmental/Deployable Prototype systems.
- EngineerPerforms complex engineering analysis and design tasks. Prepares specifications and designs, and implements solutions. May design subsystems; assists in developing standards. May work independently or as part of a project team. Minimum Requirements: Bachelors degree in a technical discipline and four years experience (or an equivalent combination of training and professional work experience.)
- Information Systems Security Engineering ProfessionalPerforms complex, Information Assurance-specific engineering analysis and design tasks. Prepares specifications and designs and implements solutions. May design subsystems; assists in developing standards. May work as part of a project team. Minimum Requirements: Bachelor's degree in a recognized engineering, scientific, technical or other appropriate discipline, and 10+ years experience. ISC2 CISSP Certification (which requires in-depth experience in/understanding of the following domains: Access Control Systems & Methodology, Telecommunications, Network & Internet Security, Security Management Practices, Applications & Systems Development, Cryptography, Security Architecture & Models, Operations Security, Business Continuity Planning, Law, Investigation & Ethics, and Physical Security). ISC2 ISSEP Certification (which requires in-depth experience in/understanding of the following domains: Certification and Accreditation; Technical Management; and United States Government Information Assurance Regulations). Minimum four years experience supporting Developmental / Deployable Prototype systems.
- Network Security SpecialistProposes and implements network policy to include Bastion Hosts, firewalls, LAN, network Services (DNS, SMTP, DHCP), modems, modem pools, communications servers, and WAN connectivity. Maintains firewall routers to include filtering, understanding of UNIX services and ports. Maintains applicable CERT and CIAC alerts and bulletins. Implements recommended security changes to include changing UNIX/Netserver programs and applications, modifying firewalls and hosts. Minimum Requirements: Minimum of six years experience in networking, maintenance of firewall routers, and other hardware. Minimum four years experience supporting Developmental/Deployable Prototype systems.
- Software EngineerPerforms as technical lead on critical or complex tasks. Analyzes systems requirements and design specifications based on client requirements. Develops and translates detailed design into computer software. May work independently or as part of a project team. Knowledgeable in state-of-the-art design and development of technologies such as operating systems, communications software, education and training systems, database compilers, object technologies, and network and communications technologies. Performs a variety of tasks such as: Test, debug, and refine computer software to produce the required product. Minimum Requirements: Requires Bachelors degree in Computer Science, Electrical Engineering, Computer Engineer, Information Technology or other technical discipline and four years of software development experience. Two years of software development experience equivalent to BS degree. Minimum two years experience supporting Developmental/Deployable Prototype systems.
- Documentation SpecialistComposes and finalizes Technical documentation in the style, context, and format required by specific Government standards using input received from the technical staff. Responsible for spelling, grammar, proper format, and proofreading of final documents. Prepares technical reports, charts, graphics, visual aids, presentations, etc. Performs writing composition. Maintains internal documentation and reference library. Competent to work on all aspects of documentation development (exception: does not originate the technical content), distribution, and control. Minimum Requirements: Associates or Bachelors degree and a demonstrated competency in composing and producing documentation following applicable DoD guidelines/formats.
- Financial Management Specialist IPossesses extensive working knowledge and/or familiarity with program planning, scheduling (critical path, float calculation and integrated master schedule analysis); budget planning and formulation (PPBS); cost analysis (CPR, CSSR, CFSR, EVMS) and documentation responsibilities (PMD, PMP, Acquisition Plan, RFP, SAR, DAES). Familiar with Government directives (e.g., DoDD 5000.1, 5000.2, DoDI 5000.2M; MIL-HDBK-881; and Government regulations (e.g., AFRs 170-8 and -13, 172-1; AFMCPs 173-4 and -5). Possesses a working knowledge and/or familiarity with the automated cost reporting and scheduling hardware and software used to support the Government Program Office. Minimum Requirements: BS in Business Administration, Management, Accounting, Finance, Public Administration, Operations Research, Economics or Math is required. Four years working experience in financial management, e.g., cost, budget, audits, schedule. Extensive working knowledge and/or familiarly with program planning, scheduling, budget planning and formulation, cost analyst and documentation responsibilities.
